Zieloni 2004: Poland can recover its credibility in the EU energy-climate debate
The distribution of 20 million energy-efficient light bulbs, the realization of a long-term programme of thermo-renovation of buildings with an annual budget of approximately 1 billion zloty and the preparation of a plan to develop renewable sources of energy – these are actions which the government should undertake in order to show that it is serious about realizing the energy-climate package – assesses Dariusz Szwed, president of the Polish green party Zieloni 2004. In Szwed’s opinion, the Polish government can recover its credibility in the energy-climate package negotiations in Brussels and in the global climate negotiations in Poznań. Several weeks before the start of the summit, the Polish government built a blocking minority in the EU Council, causing delays in the implementation of the very important EU energy-climate package.
- The government does this in a time where: it has almost destroyed all competition in the energy market as a result of vertical consolidation in the sector, the Polish economy is still almost 3 times more energy-intensive than the EU average, and the economically viable potential of renewable sources of energy is over 5 times higher than the current below 5 percent share of renewable energy in the country’s energy balance – says Dariusz Szwed, president of Zieloni 2004.
What can the government do before the next EU summit and before the Climate Summit in Poznań in December of this year? According to Dariusz Szwed it can distribute 20 million energy efficient light bulbs- instead of, as it currently proposes, subsidising the electricity bills of the poorest people in society – which is most probably a type of hidden State aid for energy companies which is banned in the EU.
Following this, it should declare a programme for the thermo-renovation of Polish buildings for the next few years and it should allot approximately 1 billion zloty annually to this cause- ensuring the programme’s stability for the next few years will encourage investors to contribute subsequent billions to the thermal modernisation of buildings, which will result in lowered spending on heating in the winter and on cooling in the summer.
As it were, these activities will also contribute to removing, for several years at least, the risk of energy “blackouts”. In addition, during the December summits, the government should announce an “Action Plan” with a development programme for renewable energy up to 2020. This will send out the message that Poland is proactively and not only reactively, in response to pressure from the EU, beginning to work towards new, mass energy investments and that it intends to turn its own renewable resources and its renewable energy industry into its speciality in the EU and in the world – adds Dariusz Szwed.
Szwed indicates that experience in other EU countries has shown that programmes such as these will deliver tens, and even hundreds of thousands green jobs in the energy saving and energy efficiency sector and in the renewables sector. The emission of harmful air pollutants will also decrease, and as a result, the quality of life of citizens will improve. Cutting energy use by improving energy efficiency is also a way of improving the competitiveness of Polish businesses and introducing anti-inflation policies – thanks to cutting rising energy costs.
